What this is

The legal case is straightforward. The European Accessibility Act requires that ebooks placed on the EU market from 28 June 2025 meet accessibility requirements. Publishers operating internationally cannot assume that EU compliance resolves all obligations, but EAA compliance, centred on EPUB Accessibility 1.1 at WCAG 2.1 Level AA, is the most comprehensive and widely accepted framework, and achieving it puts a publisher in a strong position globally.

The commercial case is often underestimated. Approximately 135 million people in the EU live with some form of disability. In the United Kingdom, disabled people and their households represent spending power estimated at over 250 billion pounds annually, a figure the disability sector calls the "Purple Pound." Globally, the World Health Organization estimates that over 1 billion people have a significant disability. An inaccessible ebook cannot be purchased or used by a substantial portion of this population. Publishers who produce accessible titles reach a larger audience and are better positioned on platforms that surface accessibility information to buyers.

How it gets decided

Accessible structure also has benefits beyond human readers. The semantic markup that makes an ebook navigable for a screen reader is the same markup that makes it parseable for search engines, AI reading systems, and downstream content transformation pipelines. A properly structured ePub3 can be repurposed into audio, large-print, or braille editions far more efficiently than a file with purely presentational markup. The investment in accessible production pays dividends in content reuse and future-proofing.

The ethical dimension is foundational. Reading is how people access education, culture, professional knowledge, and entertainment. A publishing industry that makes its output inaccessible to a significant minority of readers is excluding those readers from that access. Accessibility is not a niche concern; it is a basic condition of equitable publishing. Publishers who lead on accessibility rather than simply comply tend to find it shapes their entire approach to quality, producing better structured and more durable content across the board.
